A load can look secure alongside and still become a serious hazard once the vessel meets a beam sea, turns sharply or takes wash from another boat. For Coxswain and Master candidates, safe cargo loading procedures are not just a theory question. They demonstrate whether you can assess risk, protect people and make sound operational decisions before a vessel leaves the berth.
In an AMSA assessment, you may be asked to explain how you would load particular cargo, what checks you would make, and what you would do if conditions changed. The assessor is looking for more than a memorised list. They want to hear a sensible sequence: plan the load, understand the vessel’s limits, distribute weight correctly, secure it properly, inspect it and monitor it throughout the voyage.
Start Safe Cargo Loading Procedures Before the Cargo Arrives
Safe loading begins with information. Before lifting a single item aboard, the person in charge needs to know what is being carried, how much it weighs, where it can safely be stowed and whether there are any special hazards.
For routine stores, equipment or fish boxes, this may be straightforward. For machinery, fuel drums, dangerous goods, deck cargo, dive gear or vehicles, the planning needs to be more deliberate. An unknown or guessed weight is not good enough when it can affect stability, freeboard, trim or the safe working load of lifting equipment.
Check the vessel’s stability information, loading limits and operating documentation. On smaller commercial vessels, practical knowledge of the boat’s behaviour is valuable, but it does not replace the approved stability guidance. A vessel that has always handled well with a certain load may respond very differently when the cargo is placed higher, further aft, on one side, or carried in rougher weather.
The loading plan should account for the voyage as well. A short run in sheltered water is different from a long coastal passage, a bar crossing or work offshore. Fuel use will change the vessel’s displacement and trim. Fishing operations may add catch during the trip. Water can accumulate on deck or in freeing ports if drainage is poor. These are the practical factors that turn a seemingly acceptable load into an unstable one.
Know the cargo and its hazards
Cargo is not simply weight. It may roll, slide, leak, shift, snag lifting gear or create a fire risk. Cylinders need different treatment from boxed stores. A pallet of supplies may be stable on a wharf but unsuitable for an exposed deck without proper restraint. Drums must be checked for sound condition, closed bungs and suitable stowage so they cannot move or chafe.
If dangerous goods are carried, identify them, segregate incompatible substances where required and ensure the correct documentation, emergency information and firefighting arrangements are available. Never assume a container is harmless because it is sealed or labelled vaguely. Ask the question before it is loaded.
Weight Distribution, Stability and Free Surface Effect
Cargo placement affects a vessel’s centre of gravity. In simple terms, loading weight high raises the centre of gravity and can reduce stability. Loading too much weight on one side causes list. Putting excessive weight forward or aft can create poor trim, reduce visibility, alter steering response and affect how the vessel handles in a seaway.
The general aim is to keep heavy cargo low, central and evenly distributed, while following the vessel’s approved loading information. However, there is no universal rule that applies without exception. A vessel’s layout, tank arrangement, deck strength, access routes and operational purpose all matter. The correct answer is always the one supported by the vessel’s stability data and operating limits.
Free surface effect is a common assessment topic because it can be easily overlooked. Partly filled tanks allow liquid to move from side to side as the vessel rolls. That movement reduces stability. Where possible, keep tanks pressed up or empty, and manage fuel and water transfers carefully. The same principle applies to loose fish, water on deck and any liquid cargo that is not properly contained.
A useful practical check is to step back before departure and look at the vessel. Is it listing? Is the trim unusual? Are scuppers or freeing ports close to the waterline? Is freeboard reduced? Can the Master see clearly from the helm? If the boat does not look right, stop and investigate. A schedule is never more important than a safe vessel.
Loading Operations Need Control and Communication
Many injuries occur during the loading operation itself, before the vessel has even sailed. Clearly nominate the person in charge and make sure every crew member understands the task, the lifting method and the exclusion area.
Before using a crane, derrick, davit, forklift or shore-based lifting equipment, inspect the slings, shackles, hooks and attachment points. Confirm the safe working load of the equipment and never exceed it. A lifting plan should consider the cargo weight, lifting angle, deck strength, vessel movement and where personnel will stand.
Keep people clear of suspended loads. Do not place hands or feet beneath cargo to guide it, and do not allow crew to stand between a load and a bulwark, rail or fixed structure. Use tag lines where appropriate, but only when they can be handled without creating an entanglement risk.
Good communication prevents rushed decisions. Use clear hand signals or radios, agree on stop signals before the lift begins and make sure there is one person giving directions. Conflicting instructions are dangerous, particularly around noisy machinery or in poor visibility.
Secure the Load for the Worst Reasonable Conditions
A load that is merely placed in position is not secured. Cargo must be restrained against the forces expected during the voyage: rolling, pitching, vibration, acceleration, deceleration and impact from waves. The securing method must suit the cargo and the vessel.
Use appropriate lashings, chains, straps, nets, chocks, cradles, dunnage or locking devices. Protect straps and lashings from sharp edges and chafe. Check that securing points are strong enough and that deck fittings are in sound condition. Do not rely on a light rail, handhold or an improvised attachment point to restrain heavy cargo.
Deck cargo deserves particular attention. It can affect stability, obstruct access to lifesaving appliances, block escape routes, interfere with navigation lights or limit visibility from the wheelhouse. It must not prevent the crew from reaching firefighting equipment, bilge access, fuel shut-offs or emergency controls.
Remember that cargo can settle once the vessel starts moving. Lashings that felt tight alongside may loosen after vibration and motion. A proper departure check is essential, followed by regular inspections at sea when conditions allow. If cargo shifts, reduce speed if necessary, alter course for a safer ride, and only attempt to re-secure it when the risk to crew is controlled.
Check the Vessel Before Letting Go
Before departure, conduct a final walk-around. Confirm the load matches the plan, lashings are tight, access ways are clear, hatches and watertight openings are secured, and no loose gear remains on deck. Make sure the cargo has not compromised required safety equipment or the crew’s ability to move safely around the vessel.
The Master also needs to consider weather and sea state. A loading arrangement acceptable in calm conditions may not be suitable if a strong wind warning is issued or the planned route becomes exposed. Delaying departure, reducing cargo, re-stowing the load or arranging a different vessel may be the professional decision. It is better to explain a delay than to explain an incident.
For commercial operations, records matter too. Depending on the vessel and cargo, this may include cargo details, weights, dangerous goods declarations, lifting checks, stability calculations and any defects identified. Accurate records support compliance, but they also provide useful evidence of the decisions made before sailing.
How to Answer Cargo Loading Questions in an Assessment
When asked about cargo loading in an oral assessment, avoid jumping straight to lashings. Start with the plan. Explain that you would identify the cargo, confirm weights and hazards, check the vessel’s loading and stability limitations, then decide on suitable stowage and securing arrangements.
From there, talk through the operational controls: competent crew, inspected lifting gear, clear communications, exclusion zones and a final inspection before departure. Finish by explaining how you would monitor the load during the voyage and what action you would take if the vessel developed a list, poor trim or shifted cargo.
This approach shows the assessor that you understand the whole job, not just one part of it. It also reflects what good Masters and Coxswains do in practice: they pause, assess the changing conditions and act before a manageable issue becomes an emergency.
